When you are listening to the news report on TV or on Youtube, English learners have to keep high concentration on the reading since the context is even more complex than usual and surely the voice quality has to accordingly fit your listening comprehension. That is not an easy task to go through if you are not very proficient in that language. Actors in the TV series are also speaking at a extraordinary "normal" speed, that is not suitable for English learners below intermediate level.

In general conversation, the phrase, the wording is not so complicated to confuse you and you may as well interact with the speakers with gesture, questions or posture such as nodding to help mutual communication. As normal, native speakers would adjust their speaking speed to accord to your speaking and listening, so it is easier to understand to talk with native speakers face to face. Surely a anchor man would not on purpose slow down their speaking to help you understand their reports.
