How do you say .001 in Spanish?

"La enfermedad afecta al 0.001 por ciento de la población."

This is more a question than a discussion...

But if you mean that it affects only to one person in one thousand, you would say that

"La enfermedad afecta al uno por mil de la población" o "La enfermedad afecta al 0,1 por ciento de la población."

But if you mean that it affects to one person in every one hundred thousand people, you would say:

"La enfermedad afecta a una de cada cien mil personas", o "la enfermedad afecta al 0,001 por ciento de la población."

We, Spaniards, use comma where you use a point to separate units from decimals, even if we have a lot of problems when we use this notation in vectors. So, in maths, we use also, point instead of comma. In some countries of Latin America they use, even in Spanish, a point to separate units from decimals.
