is it a correct sentence?

"He fixed his eyes on me" implies his eyes are fixed on you until you say otherwise. "He fixed his eyes on me for a few seconds" implies that it's only momentarily and doesn't require the additional information of him having averted his stare.

if i say he fixed his eyes on me, then for how long would he look at me? what's the difference between the two sentence

  he fixed his eyes on me.

he fixed his eyes on me for a few seconds.
