I think there's an argument for both: in its basic definition it's universal, but then as it get more detailed it divides in subsets based on the demographic (white, radical, TERF, SWERF, intersectional, etc.).

Feminism is whatever the specific culture (during whatever hot topic concerns it at the time) wishes Feminism to be.
