but I think government didn't mean a place.
using 'where' instead of 'which'
I think is a country only have one government.
so use where would be like this.
"When our people were suffering pain where is government?"
if you use which would need more detail like
Government has a lot of department like Ministry of National Defense,National Fire Agency and etc.
