It all depends on your learning goal/s, what do you want to achieve by learning English? Answering this question will help you to find your own way of learning. For example, if you want to be able to speak English fluently when you travel abroad, then you should yes, concentrate on developing your oral skills. On the other hand, if your goal is to enter a foreign university, you should be concentrating on developing all the four skills: listening, speaking, reading, writing together with grammar and vocabulary.
Keeping your learning goal in my mind will ultimately bring you to the learning techniques and approaches that work for you: you will join a conversation club, start reading business magazines or watch TED talks. Without a concrete purpose it's easy to lose motivation and thus get stuck in learning.
best way is to practice especially with native speaker , plus on that watch movies/series a lot to know new vocabulary and improve your listening skill, also read books/articles. but the most important is practice because you won't improve anything without practice.
