I agree with Miriam. Also, it is not that easy to get six new language partners within 30 days if you take the term seriously. In addition, you should consider nobody can influence the number of comments, upvotes and the "best answer" marks  (even if you have a great deal of friends here who are willing to support you without being too critical).

Success is less dependent from the quantity of activities, rather from a permanent striving for the best possible quality. What does it effect to write essays, articles and discussion contributions if there is no time to discuss it or think about corrections and suggestions for improving the texts?

Interesting idea but are participants supposed to do all of those steps? A 500 word notebook entry might not get any corrections and not everyone wants to have several language partners.

 I didn't mean to set an impossible goal for the comments but encourage members to post something interesting, be more active and improve their language knowledge but okay, I will remove the comment goals. I already decreased the number of language partners in challenge(to 3) so I think everything's okay now.

Sure, they can just move on to the next one :) You are right about the 500 words. Let's just change that to 200.
