be suspended / be stalled


Hello,


I would like to ask here how to express correctly that a work on a project has been stopped but just for a time and after that is will start again.


An example:

All works on this project where partially suspended/stalled until leaders' decision will be pronounced.

All works on this project were temporarily suspended/stalled until the leaders' decision is  announced.

or

All works on this project were delayed until the the leaders' decision is announced.


 similar things, but with different context can mean different things. In this situation, suspended is better, however, a better word to replace 'pronounced suspended' would be to just say delay.
