I would accept this as creative:

"This is a custom the most barbarous that ever disgraced a nation." (Sadly, I don't know the source)

I take back my adventurous idea, but I think there is no reason to prohibit this kind of structure.

the most barbarous is simply a complement to custom. It's simply custom got two sets of modifier.

What do you say? Are this kind of sentences actually everywhere?
