Find someone who are interested improve skills in language, not only your look. It is so difficult here, right? 
And of course native speaker  :) 

I prefer native speakers of my target language that are at least intermediate in my own language. 

Friendly people who are practicing their target language in a daily basis. However, it may not be a simple issue to deal with, once that people usually not have a lot of time to spend with language learning. So finally I think that we have to be pacient with the partners and try to keep in contact as more as possible.

Who respects cultural diversity :)

It does not even matter native or not, the important is you can find a comrade who want to practice your language more and more 😁
