A google search showed two uses:

-1- Programming secretary = An old IT term for a person who acted as a librarian (of the source code for software products).  Today, this function is handled by software.

-2- Programming secretary or Vice President of Programming - An uncommon term for a person who organizes (programs) social events.

Here is a description of roles at a university fraternity including a vice president of recruitment (finding members) and a vice president of programming (vice president of social events).

b.The Vice President of Programming shall:

ii. Assist in the planning and coordination of programming activities

c.The Vice President of Recruitment shall:

            i. Plan all recruitment events

Men generally held the most senior or powerful positions, including president, secretary-general, economic secretary, and programming secretary, while women held less influential positions, including minutes secretary, archivists, or director of training or culture.

I work in IT,  but I have never heard about this job or term. Where did you meet this? If you provide to us the content or the URL to the resource we could help you.

P.S.

I think Chris provided a good answer.
