Can we master a foreign language by learning casually?

If we spend, say,  less than an hour a day learning a foreign language, can we master it finally? And how long will it take?

If you have succeeded in this way, share your experiences with us please.

P.S. We need an objective standard for "master". I believe CEFR C1 may be a proper standard.

There is no real formula. Everyone learns at their own pace. Multiple the amount of words and pronunciation techniques for the language by how many people there are in this world. Each person in this world would pick up each individual word etc at their own pace.

I think it takes long time until someone can finally master a foreign language. I think we can't measure exactly how long, but one hour every day would be great if we are constant with our effort and patient.with the results.

half an hour a day is a good start if you do that everyday! After a year, you will see how better you have gotten. 

You can listen to an educational podcast or read an easy story or listen to it etc. Have you ever tried Pimslure or similar products? they are based on this "half an hour a day" method. I'm not recommending them, just saying there are methods. 

And there is no way to say how long it will take for you to master a language...after all, everyone is special in his/her own ways. Besides, different languages need different amount of times to be mastered.
