The name Stavenko is definitely of Ukrainian origin. The basis of which is the diminutive form of a name, nickname or profession (occupation) given to a distant ancestor. Formed last name often in the male line. The last name of Stavenko is very widespread throughout Ukraine, the southern regions of Belarus and the western regions of Russia (which is rather rare in the regions of Russia).

The surname "Ставенко" is not obligatory the  Ukrainian one. This surname, as far as I can judge by its ending, was born somewhere in Belorussia. It's typically Belorussian one. But, since there are three Russias in the World, this surname can occur at the same frequency both in Russia, in the Ukraine, and in Belarus. Unfortunately, many of surnames losted their meanings because of their ancienthood. But the surname "Ставенко" can mean the verb "ставить" -- "to put"; or the noun "ставни" -- "window shutters".
