Is there always an exception to all language patterns ? I came across a very confusing sentence, which goes like"It's a good wife that never grumbles". Does it mean that "a good wife never complains" ,or the opposite " even a good wife can complain sometimes". Can you explain a little bit more of this sentence, and give me more details? Thanks!

You are correct. Sentence is stating that a good wife never compalins.

This is a cleft sentence. It’s a standard sentence structure:

It + to be + what/who the sentence is about + dependent clause.
