Having language exchange partners is far from enough if you wanna improve your spoken English, Spanish…
So what else do you think are needed?
From my experience, who have been practicing with English native speakers for over 5 months by voice call, I have to say it's not enough, you can't depend on that to improve your spoken English. Self-study is so much more important. You got to read more materials, remember more vocabularies , watch English videos and listen to radios like BBC for example. You can also find a professional teacher to help you, which is more efficient.

You're absolutely right ; practising speaking with partners is just one strand of a language learning programme which should include all the activities you have mentioned.
