The solution is quite simple. Downvotes only show if there's not enough upvotes. Similarly, language partner requests are an issue only if there's not enough meaningful stuff being posted. We can watch it and scratch our heads or we can just post more and upvote more.

No problem but sometimes it is obvious it is just a bored person. I know sometimes down votes are earned and sometimes a down vote is given because of misunderstanding.

DV down voter. I noticed today there have been many DV's that were quickly UVed by other people.
