What does it mean? How does a form of the verb in past tense look like?

أسأت الظن به

And what about: كن حسن الظن and حسن النية

I thought ill of him / I had a bad impression of him.

أسأت is already in the past tense.

أساأت الظن به = I misunderstood him/it ( Past tense )
أسيئ الظن به = I misunderstand him/it ( Present tense )
حسن النية = Good intention
كن بحسن الظن = Be with good thinking

هو is a pronoun and it has no past or present forms

It means, you misunderstands him or you got a bad impression on him
And the verb is already in the past tense
