Finding someone to talk to is definitely a good idea. They don't have to be a native speaker; anyone who wants to talk is fine, but practice, practice, practice. Read, listen, write, speak. Don't set yourself unrealistic goals. Apps can be very useful for getting the basics of grammar. Learn about the cultural aspects of English, as language is not just vocabulary and grammar. Language acquisition is a journey - enjoy it!

For me, the regular way of teaching languages through language institutes wasn't effective enough. In fact, it was boring. However, it was somehow beneficial as it had improved my writing skills.
Later, I decided to find topics that I'm interested in and then watch/read about them in English instead of my native language. Initially, it was little challenging, but then it went very smooth especially when I started to understand the main context. Therefore, I'd recommend you to watch movie/series, documentaries, read articles, books, etc. in English. Also, try to find someone who speaks English and have at least a weekly chat.

I hope this was helpful.

Fundamentally, I guess it depend on which part on english skills that you want to improve. If it's writing, perhaps it woud be very much helpful to focus more on reading and writing exercises. Whereas, if it's communication skill, maybe listening to english podcast, watching english series and speaking to others will be useful.

Having said that, I still believe that every single person has their own unique way in approaching things. :)
