If you're asking a question, then the first option is correct. If, however, it's a part of a non-interrogative sentence...

<em>What our can depends</em> <em>on</em> is fuel.

He doesn't know <em>what our car depends on</em>.

...then you would use the latter.

The first feels more natural but the context is important.
