1.5 hrs/day x 5 days/wk x 13 wks/3 months = 97.5 hours
$250 / 97.5 = $2.56 / hour

If someone 'has great skills in communicating information' and can speak at least a little Arabic, might their time and expertise not be worth rather more than this ?

You won't find a teacher for less than some on this site are offering, and I doubt there are any at this price.

Unfortunately for you any teacher in the west would not be able to afford that price. He [because you specified an he] might be prepared to spend 1.5 hours a day with you, but it would be as if working for free, and for a token amount.

Mohammed, as others have commented, what you are asking is not realistic here. If you have access to classes that cost as you said, then why aren't you accessing those? Remember please, a lesson is not just an hour of your teacher's time; each lesson has to be prepared and then possibly homework marked and corrected. $250 a month is a woefully low amount, and any teacher who accepts the offer will probably not be giving you the best language tuition for your money. The old saying, you get what you pay for is often very true.

Perhaps you have unrealistic expectations.

On italki, an online teacher with qualifications and experience makes about $15-25 USD per hour, and a native speaker who is not a trained teacher makes about $10-15 USD per hour.

Mohammed, I know language teachers in KSA and, honestly, I don't know one who is a good teacher who would accept $150 a month. Unfortunately, I also know some sub par ones whose English is only one step ahead of their students who might. I am assuming that you are studying for a specific purpose? If so, then you need to take into consideration a teacher's ability to teach to that goal - which also pushes the price up. For example, a teacher with experience teaching IELTS or TOEFL preparation is going to be more expensive than one who has no experience.
