I think native English get so many requests that it's hard to respond to each and every one. I get messages almost daily saying "hi"

It would be nice to those who are interested to say something like "Hi name is X. I am a a native X. speaker and I speak English at the intermediate level. I enjoy talking about X and my availability is X. Please let me know if you're interested in chatting via Skype"

That's just an example. I encourage you friend to send more detailed messages like that and see if he has better luck :)

@Erick
For what language are you looking for an exchange partner? International Sign Language? There aren’t many users here who know IS.

What native speakers are you talking about? Your profile states that you’re native speaker of Bengali, Hindi and English and that you’re learning Arabic and Spanish. There are many native Arabic and Spanish speakers here, who are looking for native English speakers, so it shouldn’t be too difficult for you to find people who are willing to talk to you. It could just be that they’re interested in a particular accents and therefore only look for partners from specific countries.
