It can be very hard to find a native English partner. There are so many people who want to find an English partner that sometimes the Native speakers have a lot of requests to go through. Don't give up!

As Joey said, don't give up. Maybe find a fellow English learner so you can practice together? You don't need a native speaker as a language partner.

Marwan, as Beth has previously said, you don't need a native English speaker, but one language partner that is at your level. When the gap between two speakers is too large it is disadvantageous for both: the Advanced speaker cannot be understood using idioms and a lot of phrasal verbs, whereas the beginner cannot express their thoughts properly. ;-)
If you struggle to find a language partner you can always get some help from Community tutors that usually are more affordable than professional teachers. It depends on what your goals and your budget are.
