hey there...
I would say that the best way to become fluent would be by paying more attention on your listening power..you should try to watch some english movies instead news its coz when you talk about news it is reported speech... and to listen to the conversations is a much better idea to start practising with...

Hi , here is some ideas about learning english ,
I think speaking with a native speaker while you are beginner is not good Idea
First , try to listen to regular english in News or Educationnal channels (Ex: BBC for british english or CNN for American english ) , and practise it with non-Native speakers because they'll be patient to mistakes , then if u feel that u are as good to speak with natives then do it , because natives ( not all ) cannot be patient with beginners who doesn't know enough language basics .
The best one to start with is a non-native person who study or teach english in university because he will be more patient and he'll have more tips .
There are lot of ways to learn languages like , reading , make essays , listening to Audio-Books , ... etc.
Finally , this is how i think
