If you can read a book in English and watch a movie without subtitles in English, and you want to learn how to speak fluently, you should just go overseas. If you're surrounded by English-speakers, you'll get fluent in about a year or two. If not, get a tutor/language partner to talk to you in English. Or you could start a youtube channel where you talk about random stuff in English. That might pressure you to speak faster.
