Tinkerbell, batagor's ingredients vary from one vendor to another. Some people put fish in it, some put only flour, some put potatoes, some sells all of them. Better ask than sorry. 

And for the tahu with meat, we call it yong tofu or tahu isi. But then again, there are people who sell tahu isi without meat. A little confusing, I know. When asking, keep in mind that you stress 'no meat, even fish meat' because in Indonesia, most people wrongly think that vegans/vegetarians are people who don't eat chicken, beef etc but eat fish, eggs, milk, cheese.

Oh and on the topic of snacks, what exactly is Batagor made of? I am vegan, so I was a little wary of Batagor when I wanted to try it because it looked like a dough ball consisting of flour and fish. I know those "dough balls" come along with small bakso meatballs as well and sometimes also tahu with meat inside, which I wouldn't have eaten anyway, but I was more curious about the "dough balls" ...
