what is the purpose of following and to follow someone here? if someone follows me what does mean that? and if I follow someone but he or she doesn't follow me so I don't understand that, how to know if someone blocks me?

You cannot correct Notebook entry, reply to Discussions or Answer any question of that user. And you also cannot thumb up or down to that person :)
I think following a person is similar to subscribe a magazine.
You follow one because you think you can get useful and valuable information from him/her. Once you are acquainted with the followed one, you can decide if to make further interaction with him/her.
If you are followed by some people, it indicates you have value to other people to some extent, maybe you are interesting for them. You should be proud of yourself.
