First of all, you have to either love this (or these) language or need it somehow (in your job or to speak it with your husband...), then there must be some daily environment of that (those) language, in which you apply it by speaking it, listening to it, read it, and sometimes write in it...and if you don't have that environment, then  create it !!

Generally speaking in order to be fluent in a language you have to practice the following steps:

-Listen to the language. The listening is the most importan part when you are learning a ne language. Your ears have to adjust to the ne sounds, rythmn, intonation...(try to listen more than one accent)

-Speaking. After a cpuple of months just listening to the radio, documentaries, interviews...(i do not recommend listening to films or series because of the way the scripts are written. The objective in those scripts is to draw an impact on the listener, so, in other words, dialogues are far from the way people speaks. I suggest to listen to films when you have gained a lot of level).

-Reading a lot. This is a really good way to learn a language. I would recommend to satr by writing short sentences ("I love pizza" for example) and read them aloud several times and different days. After that, try to read easy books or adapted ones.

-Practice with a native speaker if you have the chance.

I wish I have helped you a bit.

TV shows in that language. Watch them over and over again, practice the lines until you sound just like them and until the language comes out of your mouth like it's your own. You can break down the sentences to learn grammar, study vocabulary in real-life situations, and the best part is that no one is there to laugh at any mistakes or judge your ability.

However, it does work best if you have a partner so you can do scenes together. The best second-language speakers I've ever met have all used this method.

psychology said children in 2 years old can learn language faster because it's the best period to learn language.

it's not too late for us who have matured enough. reading, listening, and have a speech in different language surely hones our language.
