Because sleeping is considered as a sacred practice & people are not allowed to wake other people up under any conditions or consequences!
People who wake up others may face legal penalties in courts in case complaints & things get approved and witnessed.

I personally do think that sleeping is a sacred practice too but I don’t think that people should get punished for waking others up. Still though, there has to be a way to stop such things from happening or is it something that we shouldn’t really give too much attention to?
So if there's a fire, you're meant to leave them there asleep or move them without waking them? It sounds so stupid, it can't be true.
