"Who" in this sentence is not the doubt. It is indefinite/unspecified. It is not "who" in English but it is " anyone". It becomes "誰か" by adding "か" in this situation. When we use "誰か" as a subject (accurately nominative complement) , we say "誰かが". But we say "誰か" when we call. I think it's almost the same as the sentence "Anyone! Could you help me?"
Who will help me?
Will anyone help me?
Please have someone help me./Please help me.
Would anyone help me?/Could anyone help?

In interrogative sentence, you have to use an adverbial particle "か(ka)" represents "indefinite". Don't use a case particle "が" represents nominative.
