Constellations are typically not a focus of the culture. However you will encounter horoscopes based on your astrological sign in many papers. It is widely regarded as a superstition similar to crossing a black cats path, or breaking a mirror for seven years bad luck.
As to why I do not believe in astrological effects on birth I have two reasons. First the constellations that were over head at the time of Gallileo and early astronomers are different from our current one ones based on the time of the year. This is because earths rotation over time has varied which stars we see at different point in the year due to speed.
Secondly mathematics shows that the gravitation effects comparing a obstetrician (birthing doctor) to mars at time of birth would have a much larger effect on you than Mars. Unless that is you are to believe that the light or something else were to be effecting you. (I am basing this information off Neil Degass Tysons Cosmic Queries Ep. Nov 9th Gravity Series.
