For some people, the fastest way is called "immersion." Let's say I want to learn French. I move to France. I live with a family that speaks only French. To eat, wash or sleep, I must speak French.
A less drastic approach is to go to a place where all the people are speaking French, and join them for an afternoon.
This may sound unrealistic, but it is a legitimate learning technique.
In short: We learn to speak by speaking.

I think need to start small. watch educational cartoons, only communicate with native speakers and a lot, watch movies with subtitles.
