It'll depend on your goals! 

In general, I agree with the two people above, speaking and listening! But if you read more, you'll learn more vocabulary and structure in order to make your speaking better, if you write more, you'll be confident with the language and all the other skills will simply develop easier and quicker. 

In my opinion speaking is more important things than other ,you can interact with others without any limited..you can say your emotions and talk about yourself clearly 

I,ve seen people who didnt know about  the grammer exactly but they could speak fluently and ended up theye ve been successful

Speaking & listening - both are essential if you want to talk to native speakers and want to pronounce words correctly.

My opinion, speaking and listening just like two legs of human. If you only keep listening, no speaking, you will find the progress of listening to be very slow. If you keep speaking you need to organize various sentences in your mind over and over, it's very uesful for you to understand what you hear from others.

how about listening? I believe if u could listen well u can speak well.isn`t it?
