Hi Jack. It would help to have more context, but typically, in bringing something together in English, we primarily mean its creation, but your guess of being united is a secondary one. Much like the members of a dysfunctional family avoid each other in their daily lives, the death of a grandparent or a parent may serve to bring the family together (again). With Hefei being a major city, it could mean the government policies behind its formation, or the type of industry centered there, or the educational resources located there? Perhaps, one group of people in Heibi favored industry, while another favored education, and this created tension, but merging those two together helped bring it together. Again, without more information, it is all just a guess! I hope that this helps you.
