what does 'but that' mean? ex. 1.Who knows that he may have porposely told you a lie? 2.Who knows but that he may have porposely told you a lie? What's the difference between 1 and 2?

but that = other than that 2.Who knows, other than that he may have purposely told you a lie? #1 is wrong, anyway. It doesn't make sense.
