In the first sentence, 'The car has broken down', 'has' is the auxiliary verb for the third person singular in the present perfect tense. Present Perfect = have/has plus past participle. In the second sentence 'to have broken down' is an infinitive phrase which acts as the complement of the verb' to appear'. After 'appear' the following verb is usually in the infinitive.
