I would like to know why some Japanese people's names are usually written in half 漢字 and half 平仮名、e.g. But some people's names are usually written in all Are there any reasons why some people use all 漢字 and some does not?

The impression of externals is different in Kanji and Hiragana. And the impression is minded when naming somebody or something. Hiragana gives a soft/mild impression than Kanji. Also, Kanji gives an elegant/cool/etc. impression according to the character.
