What does this praise mean? He is an enthusiastic young writer who has the seat of his intellectual pants hooked on the horns of an interesting conflict. This is a praise for his work. I don't get what that mean. Could anyone explain in more explicit way? .

This is figurative speech. The person who wrote the sentence certainly praises the "enthusiastic writer". and he does so by making a humorous picture with his words. The picture is this: You see a man who is being attacked by a bull. The bull's horns are attacking the man in the man's buttocks. This makes the reader amused by the picture. Hope this helps John
