It is the meaning or connotation of stopped and suspended that needs attention. If operations are suspended, it is temporary. They resume later, during good weather. The phrase "temporarly stopped" means suspended. If you say "operations are stopped" that is permanent. Since suspended is a temporary stop, I say the phrase "temporarily suspended" is redundant. However, if you read any English language newspaper, you may see that phrase "temporarily suspended".
