Is it correct to say: "The USA IS smaller than Russia"?
I would say "are smaller" as the key-word is "states". Or are there any special rules for abbreviations?

Yes you can say " The States are smaller than Russia " but you must say "The USA is smaller than Russia " The abbreviation of the USA to the States I believe is something the Americans have done, there is no rule, just accepted practice.
