This is written perfectly. Maybe I would say "had" happened. A person that said this is also saying that they are very aware of the area and everything that goes on around the location. Nothing gets buy her/him because (they either watch everything or more likely) they know everyone, and everyone keeps that person informed (either because they hold an important position, or they are respected.) People will share with the person if anything is unusual.
