Is the sentence correct? 'Children aren't old enough to manage time commitment'. Is the sentence correct? What does 'time commitment' mean?

It is correct. With English word choices, you do not need to add commitment. You could leave it off and it would sound more natural. There is a term that would be best. It is time management. Children are not good (or 'are not experienced') with time management.
