If somebody tells you like this, what does the last sentence mean? "This is excellent work, which is more than I can say for you."

It seems like the speaker is talking about two people. One persons work they are looking over and appreciate. YOU, the other person, are not nearly as advanced. I hope this was not actually said to you. It is a clear insult - or just a joke. Would you know if the person may have been kidding? The sentence means 'I can not say that you ever do work this well.'
