It sounds like you're face with a guy who says he wants to make a commitment, but doesn't. Am I right?

It's more like making a promise or a pledge.

The verb 'to make' is being used in the same way as "make a decision." To make a commitment is to promise someone that you will follow a stated course of action on (or after) an agreed upon time.

They are totally different, for example, when I made decision to marry you, I also made a commitment to myself that I would never get divorced no matter what. 琢磨琢磨!
