The phrasal verb "get by" is an intransitive verb that means to subsist or manage to survive at least at a minimal level. We can also say "make do" or "get along". My salary is low, but I still get by.

He doesn't have a lot of money but he gets by.
Most people in Russia manage to get buy, despite their low salaries.
