I have heard of tingling, or hair raising up, or goose bumps. It happens to your arms most often - but can happen else where. It is a strange chill like experience that happens at mystical or love filled moments. The speaker is blaming the feeling on the moon. It may have happened without the moon as long as her emotions had been the same.
