When do we use this expression? the lights are on, but nobody’s home Does it mean STUPID or ABSENT-MINDED? I tend to lean towards the latter within my own understanding, but I am not sure. Any one shed some light on this for me please? ThanksI was told that it is an indirect or rather clever and humorous way of saying that someone is stupid or foolish.

You are correct. When a person does not keep up with the conversation on simple matters- The lights are on, but no one is home. You got it.

The wheel in the cage is turning, but there's no hamster. The gates are down and the lights are flashing, but there's no train.
