what is the description for this grammer point in below sentence ?( have communications developed ) "Never before have communications developed as rapidly, as during the last three decades." have communications developed ,have developed communications *why these answers aren't correct ?how about this answer 'communications have developed' why is n't correct ?

This is called negative inversion. look at your own example; the communications have never developed as rapidly... now if I apply negative inversion it will be" never before have communications developed as rapidly... *I rarely drank before = rarely did i drink before I hope it's clear. When you say things this way, word order changes as similar to questions.
