I don't think "他想做的都做了" is an correct answer. 因为“他想做,他全做了”这一句话,明显是有限制条件的(It's limited),然而,这个限制条件,你并没有提到(You didn't mention what he wants to do)。 So it's very hard to answer your question.

All what he wants to do has been done. 他想做的 全都做了

"He thinks about doing it. He has done it completely". Better to rephrase it as 他想做的都[完]全做了.
