Can I say... Is this correct sentence?? The anniversaries of Japan’s occupation of parts of mainland China during WW2 could usually lead to outbreaks of violence.

If you are talking about past history: The anniversary of Japan’s occupation of parts of mainland China during WW2 has often lead to outbreaks of violence. OR Past anniversaries of Japan’s occupation of parts of mainland China during WW2 have often lead to outbreaks of violence. If you are talking about future posiblity: The anniversary of Japan’s occupation of parts of mainland China during WW2 could lead to outbreaks of violence. Note that I made 'anniversary' singular in two of the sentences.
