what does"not really" mean and imply? Suppose there was a conversation. A asked B:"I heard that you got a new girlfriend,am i right?" ‘Not really.' B answered,then B continued to tell A,"for example, the girls I hang out in different countries. So my question is what does"not really" stand for in this short talk? does B have have girlfriend or not?

It means that B has been spending some time with a new girl and friends have noticed this but has no real attachment. So B could say "She's not really a girlfriend, she is just a friend". Girlfriend implies a romantic attachment between both B and the girl The girl might have an attachment but it is not shared by the male B.
